A horse that has never won an advertised race (Hack and Hunter Races excepted), and is not nominated at time of start, and has not during the three months previous thereto, been nominated for any race (Hack and Hunter Races excepted). The winner of any handicap race after the publication of the weights to carry a penalty of 7 lbs.
