The Dairy Industry Bill.

Tbe new Dairy Industry Bill, introduced by the Government, provides for the establishment of cool stores, and for regulations and charges for management and storage of produce while in such stores. Also for the appointment of inspectors, whose duties will be to inspect farms, and milk and dairy produce for export, all of which produce must bear the Government mark before being sent out of the colony. Pure milk—that is, the whole of the milk of cows including strippings—must be supplied to a factory, or creamery, or to the public, unless otherwise stated. Every person supplying milk to a dairy factory or creamery shall, immediately the milk is drawn from the cow, have it cooled or aerated. Milled butter, which in tbe interpretation clause is defined as pure butter collected from one or more dairies or factories for the purpose of being mixed or blended and packed, must be stamped with the words " New Zealand milled butter," before it leaves the factory, and all butter and cheese shall be marked with the words " New Zealand dairy," '' New Zealand factory," or New Zealand creamery." The stencil-plate or rubber stamp shall be obtained from the Department of Agriculture. Full particulars of the contents must be marked upon every box or keg of dairy produce for export, such as the dates of manufacture, the quality etc., and the Government may appoint an expert to grade the same. Every stamp of work is to be supplied by the Agricultural Department, the penalty for using a stamp not registered being not less than £2, nor more than. £SO. A similar penalty is provided in case of export without tbe Government mark, aid in all proceedings the onus of proof rests on the defendant. All butter or cheese for export must be placed in a cool store at one cf the ports of shipment. These ports are Auckland, Wellington, Lyttlcton, and Port Chalmers, but they may be added to. Penalties are provided for the selling of adulterated or tainted milk, and provisions is made for the payment for milk by factories at per gallon of 111 b avoirdupois, or according to its productive character.
