BELGIAN MINISTERS SMUGGLERS’ PATHS USED (News by Cable.) LONDON, Oct. 23. The Belgian Prime Minister, M. Pieriot, and Foreign Minister, M. Spaak, have reached London from where they are exercising the full duties of Government. They escaped from France, via smugglers’ paths across the Pyranees. They were detained in Spain for some weeks.
