Dear Sir, —I was agreeably surprised to see that the Council authorities were insisting upon a better class of spalls than those hitherto laid down by contract. I allude to those laid in the street by Delany's. It appears to me that if such metal—for it is so much better than the usual spalling that it deserves to bo called metal—had been laid in the Junction Eoad, that that road would have boon in better case than it is likely to bo this winter.—Yours, etc., Coaciiee.
