He said Britain would have to be careful not to become responsible for the Government of China. The chanco of an understanding between Britain and Eussia, he said, was not hopeless, both nations evincing • a conciliatory disposition. Admiral Grenet has started to take command of the Italian fleet in Chinese waters. The Kaiser wished him " God speed."
