The Ohinemuri Gazette AND UPPER THAMES WARDEN. "I will a round unvarnish'd tale deliver.' -Othello, Act 1, Scene 3 SATURDAY, SEPT, 17, 1892.
Phcebus in his Golden Chariot is ju*t hurling himself across, the Equiuoxl In the litany" returning thanks and praise for the manifold blessings which Spring , with It, t/> ; give; true utterance to the gratitude of.up country, congregations, there should be inserted a new clause) haying; special reference to the goodness of Provideoee in dvying-up our -roads once a yearfor a longer or shorter period. What a happy community should we be if we could only return to the good old days, aiid instead of having a poor weak-kneed County Council, who ar© stupid enough not to ; be able; to make voada[without money, we could el«ct by.,' pqpul^Ta<^!am^ioi|(sisC^ a M>n<9| iwT Joshua.; who could command' the! During the jaxistenoe of this fro*a j[Bßs ( ihoproads have been n«glected-in the Suajmer, aWd rendered almost irapassible in the iWinter, iby heavy traffic, which .somehow always seems to be heavier in the bad season. During these winters hundred's" and~~hundredß~~ of ooimdf have been expended, riot j|n po^manen|; ; wor^s, but *-■ -in cpatcHin^i' • fa»»cipiing/ cord&toying and general rtmdlalrkiho I—^' work of which all tracesTdi«app«jar within a few months, and "which has to be gone all over agnnthe noxt bad season. We assert, in the best interests of this rising County, that a bold attempt should be mad© to change all. this. The main trunk road throughout th« County, especially the-Paeroa-Waihi road, should be properly formed and metalled. Whon this is competed, con'rtcts for maintenance in sections could be let. Such would probably be undertaken < by settlers along the line at very low rates and the money' thus saved from the <mufti would form an ample fund for th« payiaent pf the interest and sinking fu 'd in connection with the loan. We understand the matter ie to. be brought up- at the next County Council
meeting where no doubt it will be. fully ventilated. First steps in the getting of a Joan, were-, taken by, the ; County Council in 1885 w_hen a special order was made -*nd confirmed,^ ; adopting the provisions" of the borrowing AkU This will not need to be done again. If the agree to raise a loan they will give public', notice of such intention. «tfot more - thau 10 days after such notice isl given' - a meeting of ratepiyers will be held in each riding of the County and the ■ loan and its proposed allocation to > various works will be considered by > the ratepayers themselves. After this, < the poll is taken in the manner pro- ' vidni by the •• Regulation of Local Elections Act," exactly the same as in a Omuty Election, Then if a majority in number of the ratepayer! (tnulucfing miners' right holders) vote : in favour.of\the loan, and this number are entitled to more than one-half the number of votes which can be exercised by the whole number of rate-" payers, the resolution would be deemed t» be carried and the loau applied for from the Colonial Treasurer who has yearly a certain sum on the eatimates for such.' The security given, would 'be a special rate sufficient to coyer the , yearly proportion ot binding fund and interest and a . collateral security of the goldfield's revenue. The rate, however, need not be struck, in fact it [would not require to bo. The'money now wasted' in the winter months in temporary patchings would more thun cover the interest and sinking fund We ate sure that when this fact —aud fact it is—beomes known th<it there will . not be a dissentient voice throughout ; .the whole County as 10 the desirability/ of this proposition.
The Hon. Mr Stevens was to have moved a resolution in the Council on Wednesday with a view to affirming that in all proposals for borrowing by local bodies the majority in favour , at the poll of ratepayers mast be twoI thirds in number, and represent onehalf of the total rateable value in the borough or flotraty in which the' pro-i • ' posal is voted on. The Auckland Star says -. —" It is hard to see what purpose lean be effected by discussing soch a' I motion or passing the resolution proposed, as it would-have no legislative force." ' In icbnnection with this' -Mr Stevens wired the Chaiiman of the O'iinemuri County Council on Tuesday, that it would not interfere with any loan - proposed, but was amply to get the view of the Legislative Council on future ' bat'rowing, in legard to local bodies.- '
