PUBLIC NOTICES D UNEDIN DRAINAGE AND SEWERAGE BOARD. NOTICE OF CONFIRMATION OF SPECIAL ORDER AUTHORISING THE RAISING OF DRAINAGE EXTENSION LOAN, 1950, OF £200,000. PUBLIC NOTICE IS HEREBY GIVEN that the Dunedin Drainage and Sewerage Board, at a Special Meeting convened for the purpose, and held on Monday, the 25th day of September, 1950, passed the following resolution, viz.:— THAT, pursuant to the provisions of “The Dunedin District Drainage and Sewerage Act, 1900,” and its Amendments, the Dunedin Drainage and Sewerage Board hereby resolves, so that this resolution may be confirmed at a subsequent Meeting of the Board and operate as a Special Order,- in terms of Section 21 of the aforesaid Act, as follows 1. THAT the said Board resolves to raise a loan of Two Hundred Thousand Pounds (£200,000) (hereinafter referred to as “ the said proposed loan’’) for the purpose of constructing and extending drainage and sewerage facilities in the Board’s district. S. THAT the term of the said proposed loan shall be Fifteen (15) years and that the loan shall be raised in New Zealand and that the payment of the interest and repayment of principal be made in New Zealand at any branch of the Bank of New Zealand free of exchange. A THAT the security for the interest and sinking fund and for the repayment of the said proposed loan, in addition to the security prescribed by the said Act, be a Special Annually Recurring Rate of Two Pence Half-penny (2£d) in the “ £ ’’ on the rateable value (on the basis of the annual value) of all rateable property of the Board’s district, comprising the whole of the City of Dunedin and the Borough of St. Kilda. 4 THAT a Sinking Fund of not less than Five Pounds Seven Shillings and Sixpence (£5 7s 6d) per centum per annum, calculated on the amount of the said proposed loan, be established in connection with same. S. THAT the said proposed loan of Two Hundred Thousand Pounds (£200,000) be raised by the issue of debentures in the form prescribed by the said Act,- and that each such debenture shall bear interest at a rate not exceeding Three Pounds Five Shillings (£3 ss) per centum per annum, payable halfyearly during the currency of the said proposed loan, and that coupons be annexed to each such debenture accordingly. 4 THAT the Corporate Seal of the Board be affixed to all such debentures and. that all such debentures and coupons be signed by the Chairman and counter-signed by the Secretary, but so that their respective signatures to the coupons may be lithographed thereon. NOTICE IS HEREBY GIVEN that the Dunedin City Council proposes, at a Meeting to be held on MONDAY, the 6th day of NOVEMBER 1950, to consider a motion to apply to the Local Government Loans Board for its sanction to the raising of a Loan of £IOO,OOO for the provision of new feeder cables between the Substations at Halfway Bush, Ward street and Neville street, and the construction of the Neville street Sub-station. The Security for the Loan will be a special annual recurring, rate of ONE PENNY (Id) in the £ of the annual Rateable Value of the'City. .The Loan charges for interest and sinking fund will amount to £6070 16s 8d per annum, which will be paid out of the revenue of the Electricity Department. It will not, therefore, be necessary to collect the Special Rate. Any person having any Objection to the proposed application is called upon to submit same in writing to the Dunedin City Council not later than the day preceding the said Meeting. J. C. THE LOCAL GOVERNMENT COMMISSION. in exercise of the Towers conferred upon it by “ The Local Government Commission Act, 1946,” and Pursuant to the provisions of that Act, on OCTOBER 16, 1950, promulgated Provisional Schemes Nos. 1 and 2, providing for the following matters:— 1. The exclusion from the Waikouaiti County of areas approximating 32 acres, being portion of the Dunedin-Port Chalmers Main highway and Station road, and their inclusion in the Port Chalmers Borough. 2. Upon the inclusion in the Port Chalmers Borough of. the aforementioned areas the inclusion in the Port Chalmers Borough of the following areas:— (i) Portion of the Dunedin-Port Chalmers Main highway, approximating 2 of an acre, which forms part of the Waikouaiti County. (ii) Portion of the West Harbour Borough, approximating 201 acres, the residential portions of which are generally known as the Sawyers’ Bay and Roseneath localities. The above-mentioned areas are more specifically described in the Schedules to the Provisional Schemes Nos. 1 and 2, which, with the Commission's Report, are lodged, and may be inspected, at the Offices of the Local Government Commission, Wellington, the Port Chalmers and West Harbour Borough Councils, at Port Chalmers and Ravensbourne respectively. and the Waikouaiti County Council, Waikouaiti. In Pursuance of Section 17 of “ The Local Government Commission Act, 1946,” written Objections to the Provisional Schemes, addressed to the Secretary of the Commission, and stating the grounds thereof, must be lodged not later than NOVEMBER 24, 1950. LACK OF SECURITY Foreigners In Communist China PA- AUCKLAND, Oct. 17. “ China is finished for the white man —for the time being, anyway.” This statement was made by Mr Stuart Findlay, an Auckland business man who returned todav in the Monowai after three months’ tour of the East He said that throughout the East, foreigners are finding it increasingly hard to live in security, and are not allowed to trade freely. The Communist Administration in China is working to eliminate Capitalism, and. is thereby making friends with the coolie type of Chinese. Except among the poorer classes, however, thel-e is a feeling of depression because of the austerity and regimentation. There is still some trade through the ports of Tientsin! and Canton. Practically the rest of fne China coast is blockaded by the Nationalists. Trade has diminished, but the Communists will not let firms reduce staffs. Tax demands are based on more prosperous years, Mr Findlay said. . , , . ' Japan had risen remarkably from the war.
