The proposed new northern outlet provides for the widening of Pine Hill road to a 42ft carriageway to the city boundary, with a 6ft footpath on the Leith side. This would allow for three traffic lanes, two up and one down. A retaining wall would require to be erected on the Leith side of the hill and filling would be needed to give the necessary width at a number of points. The sharp V-turn at the bottom of Pine Hill road would be eliminated and the curve widened and built up. Traffic frottn the highway meeting city traffic at this point would be controlled by traffic lights.

The carriageway across the Gardens reserve from the junction of George street and Pine Hill to King street would also be 42ft in width. This road would pass 40ft from the playing area. From a point just above Hastie’s farm at Pine Hill road, the new highway would strike across country in the general direction of Pine Hill Creek and below the present road leading past Dalmore to the upper end of Patmos avenue above the Leith Valley. A culvert and fill would be required to allow the highway to cross Pine Hill Creek. From there the road would again cross country to rise in a slight gradient to a flat ridge running above the existing Leith Valley roam and would then descend into the valley at a point near Sullivan’s dam.

The route would link with the present Leith Valley-Waitati road about half a mile from the dam, and would then follow the partly-completed road formation to Waitati. This would be made to conform to modern highway requirements. Where the highway leaves the city boundary and runs into Waikouaiti County it is proposed that it should be 34ft wide, with gravel shoulders to a 24ft. two-lane bitumen surface in the middle, as in other main highways. If the proposal is adopted, the highway would be declared a motorway to preclude the ribbon housing development that has occurred on the Mount Cargill highway.
