SETTLEMENT PROPOSALS

(By Telephone 1.25 a.m.) Special Correspondent WELLINGTON, Sept. 20. An emergency meeting of the Cabinet is to be convened this morning to consider proposals for settlment of the waterfront dispute submitted by the Lcatler of the Opposition, Mr Fraser. This was announced at 1 a.m. by the Prime Minister, Mr Holland, after two hours and a-half in conference with members of the Parliamentary Labour Party, members of the Waterside Union, and officials of the Federation of Labour. Mr Holland did not reveal the terms suggested by Mr Fraser, but it is understood that the Government has been asked to call a compulsory conference of the parties to the dispute. 1
