Roger Gareau, put forward for the Council’s consideration a 10-year plan, under which Jerusalem would be divided into three parts—lsraeli and Jordanian sections and an “international city.” The international city would comprise land taken in almost equal parts from the Israeli and Jordan occupation zonesi and would include all existing holy places. The ' Trusteeship Council would supervise its administration and appoint a “ Governor of Holy Places.” The plan was based on the views of dozens of interested parties. It is the only concrete plan, before the Council, which has instructions from the General Assembly to adopt a statute for Jerusalem" and implement it under M. Gareau’s plan. The Trusteeship Council would review the whole statute after 10 years. 1
