Briefly, this Regulation requires:— 1. That no person shall operate a motor vehicle unless it is equipped with two independent brakes, one being a footbrake and one being a handbrake. 2. That no person shall operate a motor vehicle unless (a) the footbrake is capable, of bringing the vehicle to a standstill within a distance of 40 feet from a speed of 20 miles per hour; (b) the handbrake is capable of the vehicle to a standstill within a distance of 70 feet from a speed of 20 miles per hour and also is capable of holding the vehicle at rest on a grade of one in five. 3. That no person shall operate a trailer over two tons laden weight unless it is equipped with a handbrake which, applied to the loaded trailer above is capable of meeting the requirements of 2 (b) above. (These provisions do not apply to motor vehicles operating under a. Certificate of Fitness. For these a higher standard of brake efficiency is required.)
