Mr George Zarubin, Soviet delegate. told the London conference of the Big Four Foreign Ministers’ deputies, discussing the Austrian peace treaty, that Russia had never stood fo r the forcible repatriation of refugees to their countries of origin. The deputies were discussing Article 16 of the Austrian draft treaty, which deals with displaced persons and refugees in Austria. , Marcel Berthelot, of France, said the deputies appeared to be agreed on the principle of voluntary repatriation. He thought the word “ repatriation ” bv itself was not enough, and should be made more clear.
