REPLY TO RUSSIA
NORWAY’S ATTITUDE TO ATLANTIC PACT OSLO, Feb. 1. The Norwegian reply to Russia’s inauiry about Norway’s attitude towards the North Atlantic Pact has been handed to the Soviet Ambassador The reply said it “ was natural for Norway, as a seagoing nation bordering the Atlantic ” to investigate the conditions for possible participation in such a pact. The reply, which was framed m conciliatory terms, said Norway welcomed the opportunity to present her views on security problems to the Russian Government. Norway had hoped the United Nations would be strong enough to assure peace and security, but this hope had not been fulfilled. Norwav must, therefore, seek regional security within the United Nations framework.
The Note urged Russia to appreciate that Norway would never participate in any aggressive policy, and would never allow her territory to be used for any such policy. It added that Norway would never join any agreement obliging her to open military bases to foreign Powers so long as Norway was not attacked or exposed to threats of attack.
