BRITISH RULE OF TANGANYIKA TRUSTEESHIP COUNCIL’S REPORT N.Z.P.A.— Copyright Rec 11 p.m. NEW YORK, Aug. 3. Britain’s rule of Tanganyika was criticised* mildly to-day in a United Nations Trusteeship Council’ report. As finally adopted, after the defeat of Russian and Mexican amendments which called for harsher criticism, the report noted: First, no electoral system existed; secondly, the tribal structure was an “obstacle” to the advancement of the natives; thirdly, educational facilities were inadequate; and fourthly more money should be spent for schools for mass education. Mr John Reid (New Zealand), who joined with Russia in voting against adoption of the report because it did not go far enough, said: “My sense ox shame at this report is so deep that 1 cannot vote for it. It is a shocking piece of work. The only impression it will create is that we are thoroughly confused and unable to grapple with our problems.”
