FRENCH RECOGNITION
INDEPENDENCE OF VIET NAM WITHIN UNION ELECTION DECREE ISSUED Rec. 8 p.m. PARIS, June 5. The French Press Agency reported that the French High Commissioner in Indo-China, M. Emile Bollaert, the former Emperor of Annam, Bao Dai. and the head of the new central Viet Nam Government, General Nguyen Van Xuan, signed an agreement which France recognises the independence of Viet Nam within the French Union. French Government circles consider the agreement would lay the foundation for peace in Indo-China and provide a solid basis for progressive development of Viet Nam within the French Union. Agreements would be concluded later between France and Viet Nam in financial, economic, military, cultural and diplomatic fields. Viet Nam issued a decree calling for the election of a National Constituent Assembly following the signing of the agreement. The decree says a Privy Council, a Provisional National Assembly and a council of 36, representing various Viet Namese economic interests will assist the central Government. The Provisional Assembly, which will be constituted of Viet Nam representatives designated by local Governors, will hand over its functions to the National Assembly after the selections.
