The general secretary of the British Laoour Party, Mr Morgan Phillips, is hurrying home from the international Socialist Congress in Vienna in response to an urgent summons from Mr Attlee and Mr Ernest Bevm, says Reuter’s political correspondent. It is beneved that the primary reason for hi.-, return is for consultation with the Cabinet before tne Parliamentary Labour Party’s meeting on Wednesday, when it discusses the House of Lords’ rejection of the clause in the Criminal Justice Bill abolishing the death penalty. Growing public apprehension at abolition of. the death sentence has clearly alarmed Cabinet, which political quarters consider may have to face some compromise, such as probably uefining murder in two degrees. Indications are that in the event of such a compromise there would no longer be a parliamentary majority favouring abolition of the death sentence.
