POVERTY BAY FLOOD SUFFERERS

P.A. GISBORNE, May 18. Few applications have been received so far by the State Advances Corporation under the three-point assistance scheme offered by the Government to flood sufferers. Mr C. H. Clinkard, Treasury representative, said that the terms for the loans, on a comparatively long term, specify an interest rate of 5 per cent., reducible to 4 per cent, for prompt payment, the loans to be subject to revision after assessment of the position of the applicants. The assistance programme includes provision for conversion of part or all of the loan to a grant basis if warranted. Cases will be considered on their merits, and degree of hardship will be the deciding factor. If persons under obligation to the Government under a flood relief loan are unable to meet their commitments the Government will take into consideration any special circumstances warranting conversion to a grant basis. After an interruption for 6| hours due to a break in the main transmission line 25 miles from Gisborne, the power supply was restored at 1.45 p.m. During the black-out the Poverty Bay Board’s stand-by plant took up the essential load of the freezing works, milk processing, and hospital, but all 'other industry was brought to a standstill. Fears that heavy intermittent rain for five hours to-day would swell the rivers again were allayed late to-day by a cessation of the fall. The rainfall from 9.30 to 3 p.m. was l.lOin, but river watchers reported that the Waipaoa rose only two feet, and that there is no danger unless the weather deteriorates. , A wash-out occurred on the railway line near Waikokopu today, but repairs are expected to be completed in time for restoration of the through service to Gisborne tomorrow night. On account of the heavy rain on the Gisborne-Nuhaka section, the department, as a precaution. sent passengers by bus to link up with the south-bound railcar at Nuhaka instead of at Matawhere, as formerly.
