TRADE FREEDOM

PROVISIONS OF HAVANA CHARTER P.A. WELLINGTON, May 14. When the provisions of the Havana Charter became fully operative they would constitute the best agreement in history for the freeing of trade, said the Minister of Finance, Mr Nash, in the course of an address last night under the auspices of the Hutt Labour Representation Committee.

Mr Nash reaffirmed that provision had been made for the continuance of New Zealand’s import control and guaranteed price systems. A country was not permitted, however, to subsidise its producers to enable goods to be sold at a lower price overseas than they were sold at home. Provision had also been made, Mr Nash_ said, for preferences to continue within the British Commonwealth. Where these preferences were reduced there would be a proportionate tariff reduction by the United States.
