UNIVERSAL SERVICE
WAR-TIME SAVING OF LIFE’
SIR H. HART’S ADVOCACY P.A. MASTERTON, May 12. “What New Zealand needs to-day is universal service,” said Sir Herbert Hart, in an address to the United Nations Association in Masterton last night. “I know from experience that the loss of life among untrained men is twice as great in war-time as that among trained men,” said Sir Herbert. “Universal service now would enable young people to protect themselves if called on.”
The international situation, he declared, was identical with the years just before the two world wars. Before 1914 Germany was intent on forcing other nations out of Samoa, just as Russia was doing now in Berlin. Only a spark was needed to set off war. A countering factor, Sir Herbert said, was that Britain and the United States were co-operating now to an extent that would have prevented both world wars. Universal service needed the prompting and backing of the people, and Sir Herbert believed that was what the Prime Minister, Mr Fraser, inferred in his recent Dunedin reference to defence.
