WIGAN BY-ELECTION

FOUR CANDIDATES NOMINATED COMMUNIST REPRESENTATIVE INCLUDED N.Z.F.A. Special Correspondent LONDON, Fel?. 26. Four candidates have been nominated for the Wigan by-election, in which polling takes place on March 4. They are Mr H. Dowling, a schoolmaster, local councillor,, and former Mayor of Wigan, who represents the Conservatives; Mr 'R. Williams, legal adviser to the national unions of mine workers, who will represent Labour; Mr T. Rowlandson, Communist; and Mr O. Roberts, who describes himself as a “ King’s cavalier ” candidate. ‘So far, chief interest in the byelection has centred . on the appearances of Roberts, a former R.A.F. officer, who conducts his meetings wearing a cocked hat and carrying a large hand bell. This is the first by-election for which the Communists have nominated a candidate since the 1945 General Election. At that election the Labour candidate, Mr W. Foster, defeated a Conservative in a straight-out contest with a majority of 16,726. The last time the Communists contested Wigan was in 1929, when their candidate lost his deposit .
