DECISION REVERSED

INTERVENTION BY ASSEMBLY RACIAL DISCRIMINATION DISPUTE Rec. 10 p.m. NEW YORK, Nov. 20. The United Nations General Assembly to-night reversed its decision of last year and refused to intervene in the dispute over racial discrimination between South Africa and India. The Assembly voted 31 to 19, with six abstentions, for the resumption of negotiations, but this was short of the two-thirds majority required for the passage of the motion. The Assembly also voted 29 to 24, with three abstentions, against referring the case to the International Court of Justice for a legal ruling on United States jurisdiction in the dispute.
