CEASE FIRE IN INDONESIA DUTCH ACCUSED OF MILITARY PATROLS l Rec. 11 p.m. BATAVIA, Nov. 21. A few hours after the Security Council’s Good Offices Committee on Indonesia had announced that “ substantial progress” had been made with the cease fire, the Republican Vicepremier, Dr Setiadjit, accused the Dutch of having ‘‘flagrantly violated” the Security Council’s order and had occupied the eastern portion of Madura Island. A Dutch communique earlier announced that in “East Madura the rendering of assistance to the population has started.” A Netherlands East Indies Government spokesman said that the Dutch communique did not mean that Dutch troops had completed the military occupation of Madura, but added that for some time now a few Dutch troops had been patrolling the whole island. The communique said that the rendering of assistance to the East Madura population was possible because “ Republican troops had- proved to be sbsent.” Dr Setiadjit denied that Republican troops were non-existent in Republi-can-held Eastern Madura. He described ithe Dutch communique as inconsistent with the spirit of the cease fire negotiations that were taking place, and said that Dutch action was not discussed at joint meetings of delegations from the two Governments. He intended reporting the matter to the Security Committee of Good Offices.
