Possibility of Propaganda Motive

Rec. 11 p.m. LONDON, Nov. 12. The diplomatic correspondent of the Daily Telegraph says it is felt in London that more information is needed about how the report of the Russian atomic bomb test was “ transmitted from Moscow via Prague ” in view of the strict censorship in both places. If the Russian authorities let a message through they must have had a reason which would be either that the report is true and the Russians do not mind who knows it, or that it is false and was put out for propaganda purposes as a prelude to> the Foreign Ministers’ London meeting on November 25.
