COMMENT BY MAGISTRATE TERMS OF IMPRISONMENT NOT WARRANTED PA. PALMERSTON N., Oct. 30. Bruce John Clarke was fined £l5O in the Palmerston North Magistrate’s Court this morning before Mr A. McLachlan S.M., on a charge of bookmaking. The magistrate said the accused had had previous convictions for the same offence, but as the last time was in August. 1942 he could be treated almost as a statutory first offender. Unfortunately, a factor that was putting many old bookmakers back into harness was the costly commission which recently snent an unconscionable time going into the matter. At that time the courts were determined to stamp out bookmakers by imposing stort terms of imprisonment, but now a prison sentence seemed unwarrantable.
