Stop-gap Finance for Europe Sought by President Truman

Rec. 10 p.m. - WASHINGTON, Sep. 28. A high-ranking White House official declared that Mr Truman at a conference to-morrow will ask the Republican and Democratic leaders of the Senate and House of Representatives to agree to a plan under which between 500,000,000 and 750,000,000 dollars will be furnished by Federal agencies, notably the Export and Import Bank and Commodity Credit Corporation, to provide stop-gap financial aid for Europe between now and the end of January. The official said that if agreement should be reached on this proposal, a special session of Congress would not be necessary. If, however, no such agreement was reached, the question of calling a special session would be “ wide open.”
