OVERHAUL OF SYSTEM MISS HOWARD’S INTENTIONS REMOVAL OF “ DEAD WOOD ” Special to the Daily Times WELLINGTON, Aug. 3. An overhaul of the mental hospitals system in the interests of the patients is planned by the new Minister of Health, Miss Howard. • Legislation is now being prepared to remove much of the “ dead wood ” from mental hospitals law and to introduce new provisions, including one which will facilitate the discharge of patients considered able to rehabilitate themselves in ordinary life. Miss Howard, addressing the Wellington women’s branch of the Labour Party, said that schemes which might almost be regarded as revolutionary were already in train to alter conditions in mental hospitals. “I’ll have two years and a-half at least,” said Miss Howard, “ and if in that time it can be said that I have brought a little more happiness into the lives of mental hospital patients, it will have been worth while.” Miss Howard said that after the present session she planned to make a thorough tour of hospitals of every type from the north to the south. Maternity services also would receive her special attention.
