SOVIET RELAXES CLAIM (Rec 7 pm.) BUCHAREST, Oct. 18. It is officially announced that Russia this year is not claiming the grains which she is entitled to take from Rumania under the armistice terms. The Russians relaxed the terms because of the seyere drought and food crisis in Rumania.
