SOUTH AFRICA’S BILL CLARIFICATION NEEDED (Rec. 9 p.m.) CAPETOWN, Aug. 31. The Cape Times points out “extraordinary features ” in the United States bill to South Africa for lend-lease and says: “Clarification is urgently needed to show what South Africa’s position really is. The bill is for £220,000,000 Apparently South Africa has already paid Britain for much of the war supplies from America. Should America bill Britain, or should South Africa ask Britain for a refund? If the Americans want to collect from South Africa do they want to add to their gold reserves or will they take it in mining shares? No other assets of sufficient size are available.
