REPARATIONS FROM JAPAN AWKWARD SITUATION CREATED WASHINGTON, (Rec. 10.30 p.m.) Aug. 16. American plans to sponsor 11 nations at a Japanese reparations conference in the near future have, been upset by the failure of Russia to reply to the invitation to attend. Diplomatic officials disclosed that all the other nations represented on the Allied Far East Commission had indicated their willingness to attend the proposed conference. The position was discussed at a meeting of the commission yesterday, but action could not be taken because of Russia’s silence, which possibly resulted from Moscow's desire to study at length the formula which the United States suggested for fixing reparation amounts. The United States proposed that the Russian removals of Manchurian industry should be considered in arriving at a scheme for distributing Japanese war industries
