HEAVY PENALTY

BOOKMAKER . FINED £2OO (P.A.) PALMERSTON N., July 9. In the Magistrate’s Court to-day Leonard Williams Cowling was fined £2OO on a charge of carrying on the business of a bookmaker. The magistrate. Mr C. C. Marsack, said he had taken into consideration the fact that the accused had been before the court three times for similar offences, twice within the last 15 months. ’ Counsel said that Cowling had been operating in a small way. not taking bets on his own behalf. His health did not allow him to follow his normal employment.
