AUSTRALIAN SCHEME A CONTRIBUTORY BASIS (Rec. 7 p.m.) CANBERRA. June 12. The Federal Cabinet on Friday will consider the proposed contributory social security scheme. Under the scheme income tax would be cut and a social security tax would be introduced. This would pay for social benefits which are at present financed from a fund consisting of Is 3d in the £1 of all income tax collected. Many Labour men believe that the fact that New Zealand has a contributory social services scheme will have a strong influence on the caucus, which will discuss the plan on Monday..
