COURTS OPENING SESSION (Rec. 9 p.m.) THE HAGUE, Apl. 19. The president of the Court of International Justice, Senor Jose Guerrera, speaking at the court’s opening session, said the court would proceed in the same spirit as its predecessor and maintain its continuity, prestige and authority. The court looked to the nations to refer to international justice those litigations which are susceptible to judicial solution and hoped the Security Council of the United Nations Assembly would ask for advisory opinions. The court would act on fidelity to the principle of pacific settlement of differences
