RECOGNITION UNLIKELY (Rec. 10 p.m.) LONDON, Apl. 1. The formation of the Bulgarian Government exclusively from one party means that Bulgaria and Russia, who agreed to supervise the matter, have failed to implement the terms of the Moscow agreement, says the Daily Telegraph’s diplomatic correspondent. It is likely that Britain and America will refuse to recognise the new Government.
The Moscow radio said the Bulgarian Prime Minister. Georgiev, in negotiations with the Opposition, went further than was required by the decisions of the Moscow conference. He offered to make certain concessions, although not required to do so under the Moscow agreement. The Opposition spurned the offer and closed the door to negotiations
