Sir, — Never before in the chequered history of mankind have the people of the world been so destroys of permanent peace. The great Powers should agree that before resorting to war, a secret ballot of the electors be held to decide the question of peace or war. Any nation that declared war, without first holding the secret ballot, would be outlawed by all the other powers. Their combined force would be used against the aggressor. —I am, etc., M.
