PLANS FOR DISBANDING (Rec. 8.30 p.m.) BERLIN, Dec. 22. The Allied Control Council approved a plan for disbanding by January 31 Wehrmacht personnel numbering about 300,000 at present detained in a concentration area in the British zone, and also the German administrative staffs looking after them. The statement does not refer to other German service personnel outside the concentration areas, including about 120,000 engaged in road repaii-s and other work, 110,000 classed as prisoners of war and 42,000 naval personnel.
