PEARL HARBOUR TRAGEDY EVIDENCE AT INQUIRY WASHINGTON, (Rec. 8.40 p.m.) Dec. 21. Admiral Richard Kelly Turner, Chief of Navy War Plans in 1941 said at the Pearl Harbour inquiry that had Admiral H. E. He explained that Admiral Kimmel was ordered to follow the Navy War Plan for defensive deployment which involved, first, sending planes to Midway and Wake Islands (this was done); secondly, extending air.reconnaissance; thirdly, despatching fast ships northward for surveillance, since there were no islands northward useable for detection; fourthly sending out submarines on reconnaissance; fifthly, sending out battleships to support landing forces.
