WITHDRAWAL DELAYED FACTIONS NEGOTIATING (Rec. 10.10 p.m.) SHANGHAI, Dec. 21. General Q. C. Wedemeyer has told American troops that their return would be delayed as a consequence of President Truman’s Chinese policy statement. He added that until recently United States policy would have permitted the withdrawal of practically all the American forces from China. With the arrival of General Marshall, the Chinese Communists have asked the Government to agree to the immediate unconditional cessation of hostilities, according to Lu Ting-yi, of the Communist peace parley delegation. Lu said Chou En-lai, the Red leader, would geek the opportunity of presenting the ‘Communist case to General'Marshall. It was reported in Chungking that the Central Government and the Communist leaders were ready to go the limit in peace-making concessions to impress General Marshall. Chiang Kai-shek awaits General Marshall in Nanking. It is expected that both will fly to Chungking this week for the conference.
