*Rec. 7 p.m.) WASHINGTON. Sept. 28. Argentina has failed to live up to its United Nations obligations, said Mr P. Braden former Ambassador to Argentina. He said the Act of Chapultepec applied to the present situation in Argentina particularly in the passages dealing with the dedication to democracy the principles of the Atlantic Charter, and the promises to suppress Nazi activities. Mr Braden saw cause for optimism in the fine spirit of the Argentine people as demonstrated in last week’s popular demonstrations in Buenos Aires. He added that Argentinians genuinely democratic and sincerely America’s friends.
