LOW RATE LOAN
AID FOR BRITAIN SUGGESTED AMERICAN PLAN NEW YORK, Sept. 27. American officials who are working out plans to help Great Britain are believed to favour a loan of 5,000,000,000d0l at a low rate of interest, without any “ strings ” as to where the money can be spent, says the Washington correspondent of the Associated Press. The presentation of the plan to Congress depends on further negotiations and the formal acceptance of the idea in London and Washington.
