(Rec. 7 p.m.) RUGBY, Mar. 21. Jaques Duchesne, who broadcast to French people from the time of the fall of France to her liberation, has been awarded the C.B.E. for his ser vices in the war effort. He receiver the award from the British Ambas sador in Paris, Mr Duff Cooper.
