“BILL OF RIGHTS”
THE AMERICAN MEASURE BENEFITS FOR SOLDIERS (Rec. 7 p.m.) WASHINGTON, June 13. Congress has completed action on “ the Bill of Rights ” authorising benefits for soldiers of the present war, including job-finding assistance and hospitalisation. Any serviceman whose education was interfered with by war service may resume schooling after his discharge, provided he has war service of a minimum of 90 days. Servicemen aged more than 25 years must prove educational interference, but for those under 25 interference is presumed. The maximum schooling is limited to four years.
The Government will pay up to 500 dollars annually for tuition and fees, in addition to 50 dollars a month subsistence allowance if there are no dependents and 75 dollars if there are dependents. The Government will guarantee 50 per cent, of loans up to 4000 dollars to enable ex-servicemen to purchase homes, farms, or small businesses at interest not exceeding 4 per cent. The loans will be repayable in 20 years. The measure provides for an unemployment allowance of 20 dollars a week for a period not exceeding 52 weeks.
