LEND-LEASE DISCUSSIONS WASHINGTON, (Rec. 11 p.m.) Apl. 4. A State Department spokesman denied the London report that the United States made post-war continuance of lend-lease for Russia contingent on Soviet help against Japan. He added that the lend-lease discussions which were going on between Russia and the United States did not involve political questions regarding Japan or any other country.
