REMOVAL OF GOVERNMENT DEPARTMENTS LONDON, Feb. 8. Berlin has ceased to be the capital of Germany. The political correspondent of the Daily Express says that neutral diplomats who have special means of getting news from Germany report that all the key Government departments have left Berlin. They 'are now scattered —in Breslau, Dresden, and Vienna. Nazi officials have not announced the evacuation for fear of panic among Berlin people deserted in their city.
