NEGOTIATIONS FOR RELEASE OF SHIPS RUGBY, Feb. 8. The Foreign Office of the Badoglio Administration in Italy has given the following account of its relations with Spain regarding the Italian ships held by the Spanish Government:— Last December the Spanish Government agreed to release all the Italian ships in Spanish waters (14 of them), with the exception of two. These two were to be retained as provisional compensation for Spanish ships sunk by the Italians, if the facts of such sinkings were confirmed. The Snanisk Government later informed the Italian authorities that it would conditionally impound two ships and release only six, of which one has actually been released. This is the latest phase of the negotiations known to the Badoglio Administration.
