HEADED FOR DEMORALISATION WASHINGTON, (Rec. 11.50 p.m.) Sept. 29 . “The German Navy is nearing demoralisation similar to 1917, and already has been forced to draft U-boat crews which were previously only volunteers,” said Rear-admiral Low, chief of naval operations agaiqst U-boats, in a broadcast. He asserted that the Germans have failed once and for all to break the Allied lifeline across the Atlantic. He added that in the oeriod from May to August more than *4OOO Allied ships crossed the Atlantic, with the loss of less than one-half per cent. Moreover, the U-boat fleet was unable to stand the present rate of sinkings, which are hastening the same kind of demoralisation as that which broke the U-boat warfare in the last war. Admiral Low said the most effective Allied weapon was the escort carrier, of which 36 were built last month alone. Before the end of the year 260 will be completed.
