AMERICAN LEGATION Wellington, New Zealand, July 24, 1943 In order that the Government of the United States may have complete and accurate information on American assets in countries, a census wrill be conducted ori Form TFR-500, available upon request at'.the American Legation at Wellington or the American Consulate at Auckland, together with pertinent . instructions with re--spect to all property in foreign countries in which any person subject to the jurisdiction of the United States had an interest on May 3), 194 3 - ' Every person subject to the jurisdiction of the United Staths, including American citizens in foreign countries, having an interest in any property in a foreign country on the date mentioned must file a report, with the exception of the following:' Reports are not required from foreign organ—ations controlled by American citizens, although the controlling persons must report their interest. Branches of American organisations which are maintained in foreign countries should not report,'since it is provided that property held by such branches will be reported in the United States by the parent organisation. Persons in the armed forces of the United States serving in foreign countries are exempted from making the indicated report. Also exempt is any person whose property in all foreign countries on the date mentioned had an aggregate value of les? than 10,000 dollars. In cases, however, of bonds payable by their terms in United States dollars, interests in Allied foreign organisations,, and certain, agreements and contracts, a report must be filed even though the aggregate value of property interests is less than 10,000 dollars. Notwithstanding the exemptions, any person may, if he so desires, report all of his property in foreign countries. '■>!
