EXTENSION OF RATIONING RUGBY, July 14. The Secretary of State for India, Mr L. S. Amery, told the House of Commons that the Government of India's policy in meeting the present difficult food situation and the resulting rise in prices was founded on the division of the country into regions with a view to the transfer of supplies from surplus areas to those where there was a deficit. The measures were not wholly successful, and consequently the Government of India had called an All-India food conference early last month. The conference’s recommendations, which were being acted upon, included an early extension of rationing, control of stocks to counter hoarding, and the procurement of surpluses by the Government.
