LOCAL GOVERNMENT
NEED FOR EXTENSION OF SCOPE “In safeguarding the interests and in fostering the development of their respective districts, local administrations performed excellent service in New Zealand during a great many years,” states the Mayor of Timaru, Mr A. E. S. Hanan. in a message to citizens on the occasion of the seventyfifth anniversary of the constitution of the Borough of Timaru. “Local bodies have contributed much to the solid material and social progress of New Zealand,” he continued. “Credit for beneficial local public services is due to the public spirit and progressive ideas of those members of local government institutions, assisted by officers, who were specially trained and helped materially in the administration of the districts with which they were associated. “Parliament could adopt a decentralising policy from the central Government downwards by delegating even greater powers to local authorities. Conditions have so developed as to call for the strengthening and extension of local government by councils entrusted with greater functions either individually or collectively by means of regional councils. This would be in accord with the axiom, based on the democratic ideal, that the nearer Government is to the people, the greater the hope for good, efficient, and economical government.”
