' Norwegian patriots, through systematic obstruction, have ruined the German three-month plan to mobilise 35,000 workers for compulsory labour on anti-invasion works, states a report received in London. Quisling issued a compulsory mobilisation decree in February, but only 3500 workers have thus far been sent. The patriots at first filled in the registration forms with false names and addresses, causing chaos at the labour exchanges. Underground organisations latei 1 ' issued a proclamation *o members telling them to ignore the call-up notices and refuse to meet when summoned. The patriots rounded off the campaign by setting fire to the Oslo Labour Exchange, destroying 90,000 registration forms. 1
