LIMITATION OF SALARIES REPRIMAND FOR PRESIDENT (Rec. 8 p.m.) WASHINGTON, Mar. 13. By 268 votes to 138 the House of Representatives passed the Disney Bill, in which President Roosevelt’s order to limit all salaries to 25,000 dollars a year is revoked. The New York Times expresses the opinion that the Bill is specifically designed as a rebuke to Mr Roosevelt for his alleged usurpation of legislative power. “It is the sharpest reprimand the President has ever suffered from the House,” the paper states, “ and perhaps the only case in American history in which the House has revoked an executive order purely as a disciplinary measure.”
